So the king spread one day Bilwa leaves, which are extremely dear to Shiva, in his garden. He tried to find the thief but was not successful because as a Gandharwa Pushpa dantha was invisible. As a result, King Chithra Ratha was not able to offer flowers to Lord Shiva himself. He used to steal pretty flowers from the garden of the King Chithra Ratha and offer them to Lord Shiva. He was a devotee of Lord Shiva as well as a lover of flowers.
